I think it would have a positive impact. Not only would he be more willing to cooperate with the rest of the world than Bush has been, but he also gives the impression of being more self-assured and competent than Bush.

Weaker! Our allies will always benefit from someone who is willing to negotiate, but despots, of which there are many in the world, only see this as weakness and will never respect anything that is not backed by the potential for the use of force where necessary. The world will praise us publicly if we take common held global positions, but it does not mean they will respect us for it.

I don’t know about that, but I believe we are viewed as weaker right now. With our military stretched thin, Russia is taking advantage of the situation because they know we can’t do anything. So, has Bush made us weaker? Yes he has.
